HARRIS COUNTY PRECINCT 3 PARKS & TRAILS MASTER PLAN

Precinct 3 stretches over 555 square miles across Harris County with a population of 1.2 million residents, which is expected to double by 2045. As home to the County’s largest park system, recreational requirements continue to increase in need. The Precinct 3 Parks and Trails Master Plan below serves as a vision for the long-term strategic improvements to the precinct’s park and trail infrastructure. Through careful planning and investment, Precinct 3 will be able to enhance the quality of life for all who enjoy our parks and trails by diversifying programming, improving the level of service, and increasing access.

OUTREACH PHASE

In creating this plan, an outreach phase was conducted to assess and understand the needs and desires of the community regarding park and trail improvements. Precinct 3 held six in-person community engagement meetings in 2023 across the service areas of Crosby, Humble, Spring, and Cypress. Furthermore, an online survey was available for approximately five weeks to gather additional feedback from community members who were unable to attend the in-person meetings. Thanks to the input received at the meetings and via survey, we were able to incorporate information from the knowledge and insight of residents about their parks and trails. The Parks and Trails Master Plan includes a comments and response section for viewing.
